Program Overview

The Bylaw Officer Course: Level 1 course will teach students about the court system in British Columbia and Canada. Students will learn about the Canadian Charter of Rights and Freedom, privacy legislation, human rights, the rules of evidence, civil/criminal liability, the Criminal Code of Canada, and federal, provincial, and municipal legislation, including various local government statutes.

Students will also learn note taking, report writing, statement taking and interviewing skills, as well as relevant communication and active listening skills. This program does not require approval by the Private Training Institutions Regulatory Unit (PTIRU) of the Ministry of Post-Secondary Education and Future Skills. As such, PTIRU did not review this program.

Hours of instruction: 40

Full-time duration: 2 weeks

Attendance Expectations: Students are required to maintain their attendance as per the FC attendance policy.

Graduation Requirements: To graduate, students must pass the Bylaw program at a minimum Grade of 70%.

This program does not require approval by the Private Training Institutions Regulatory Unit (PTIRU) of the Ministry of Post-Secondary Education and Future Skills. This program is not eligible for PGWP.

Career Opportunities

A Bylaw Enforcement Officer is usually an employee of a municipality or regional district that performs administrative, inspectional, and regulatory work to enforce bylaws relating to property use, buildings, parking, business regulations, animal control, zoning, noise, sign, etc. Candidates can expect to earn $25+ per hour and enjoy work both inside and outside of the office.

Admission Requirements

Academic Eligibility
  • Minimum 19 years of age or out of high school for minimum one year.

English‑Language Proficiency

Applicants must provide proof of English language proficiency through any one of the following:

  • Completion of 2 years of secondary education (including English 10 and 11 with a grade of ‘C’ or higher) from a country where English is one of the principal languages
  • Completion of 2 years of full-time post-secondary education at an accredited institution where English is the language of instruction
  • An English Language Proficiency Test with one of the following minimum scores:
    • International English Testing (IELTS) Academic: Minimum overall score of 6.0
    • Test of English as a Foreign Language (TOEFL) IBT: Minimum overall score of 67 (TOEFL-Home test not accepted).
    • Canadian English Proficiency Index Program (CELPIP): Listening 7, Speaking 7, Reading 7, and Writing 7
    • Duolingo English Test: Minimum overall score of 105
    • Pearson Test of English (PTE) Academic: Minimum overall score of 52
